the warriors. down south in los angeles, lakers legend kobe bryant about to lace up for his final game. it will wrap up 20 years for the 37-year-old. he won five championships with the lakers and became the nba's third all time corer. the feds help bust a counterfeit ring operating out of the south bay. a man accused of creating bundles of bogus bills right out of his apartment. kpix 5's len ramirez on how this case first came to light on the other side of the country. len. >> reporter: this was a cross- country investigation. and it happened when the suspect was literally taking off the shelf ordinary printing supplies and turning paper into money. tens of thousands of dollars in cash all of it fake with printers, ink, a counterfeit operation broken up by police

from around the country and the u.s. postal inspector. >> i want to commend the detectives for their dogged efforts and determination in bringing this case to a close. >> reporter: the scheme was uncovered when fairfax police traced fake bills flooding their area to 44-year-old eric astin of cupertino. astin was arrested at his apartment where the printing of phony $20 bills allegedly took place over the last year and a half. investigators say astin would take in orders and mail out bundles of the fake money literally as fast as he could print it. >> mr. astin alone was responsible for the shipment of upwards of 2,000 packages a year of counterfeit currency linked to 30 different states. >> reporter: most of the victims were small businesses around the country places that didn't check for the watermarks of real currency. the bill on the bottom is the fake note. the one on the top came out of my wallet. they look the same but if you look closely you can notice differences. not just looks, the bills feel like real 20s because of the kind of paper used.

investigators say it's one of the most sophisticated operations they have seen. >> with the amount of sales transactions that the suspect had and the amount of shipments he was sending out i would imagine he was fairly success. and his customers were fairly successful in passing these bills. >> reporter: you probably noticed from our video that the serial numbers from the fake money were all covered up by investigators. that's because this case is still ongoing. and they hope to be able to use those serial numbers to trace money back to some people who may be still trading in the fake money. reporting live in san jose, len ramirez, kpix 5. the fbi is joining the search for a missing girl whose mother was found murdered in san francisco's john mclaren park. nicole fitz and her two-year- old daughter ariana were reported missing last week. police found nicole's body on friday. ariana is missing. and tonight a vigil will be held for nicole fitz at the best buy store on harrison street. that's where she worked for nearly a year. new at 6:00 we are learning

of plans to open several new fast-food restaurant in oakland. chain companies identifying vacant lots are making big plans. kpix 5's da lin on why not everybody is ready to welcome the new neighbors. >> reporter: len, a lot of folks say they want to have fast food -- i mean, fresh food instead of fast food. they don't really want fast food that much because they have parts of west oakland and east oakland having a hard time trying to get these full service grocery stores to come into these parts of oakland. folks say the city should prioritize in getting these grocery stores instead of allowing fast-food restaurants to come in. >> we are going to demo the whole thing and then build a 14,000-square-foot full service food market here. >> reporter: it took this food activist years to secure a site for a grocery store in west oakland. now he is begging for investment dollars to pay for the construction. it's been tough trying to get fresh food to some oakland

neighborhoods. but fast food? they're eager to come to oakland. [ train horn ] >> reporter: city leaders say krispy kreme donuts wants to open a store and bakery on the vacant lot near the fruitvale bart station. >> they wanted to be able to do the production work at the same site. for me that's exciting because there are a number of jobs and that lot has been empty for 20 years. >> reporter: another national chain checkers and rallies burgers say they are determined to open a few restaurants in oakland in the next few years. they say with the tech industry booming in this blue collar city, the population could support as many as 40 fast food locations. >> one or two maybe? but not dozens. >> it definitely is an invasion. i do think so. >> reporter: dairy queen wants to add 200 more locations throughout northern california. oakland is on the target list. >> we should hold on to that local kind of flavor and do as much as we can to promote that. >> reporter: even fast food junkies demand more fresh food and less grease. >> it means more unhealthy food

for kids. >> reporter: the city expects to see more applications for fad every fast-food restaurants in the coming years. they say it has to have a fine balance between fast food and fresh food and economic growth here in the city of oakland. they say when it comes to fast- food restaurants, most likely they will be engaging with the community members to try to see what they think about this. live in oakland, i'm da lin, kpix 5. >> checkers and rallies says it's close to signing a franchise agreement with someone in the oakland area. if everything goes according to the company plan, oakland could see its first checkers and rallies restaurant in ex-year. new at 6:00, a battle is coming to a head over new fees to enjoy some beaches in sonoma county. the coastal commission wants to charge people to park at four beaches. but as kpix 5's emily turner tells us, the agency is facing atidal wave of opposition. >> reporter: they had to change the location. the board of supervisors in sonoma county wasn't big enough

to hold the crowd. they had to have it at the veterans auditorium. 50 miles of beaches is the battleground between state parks and sonoma county government. they want to charge a parking fee but locals showed up in force to oppose it. >> we are a a small community and a small rural county. and we stand as one side to side, top to bottom. >> reporter: the county board of supervisors already unanimously rejected the park's fee proposal. but the state moved forward with it anyway, landing it at the coastal commission today. >> i think the state is looking for money for the coffers. >> reporter: the proposal includes installation of self- service automatic payment machines charging a new fee of $8 a day. signs would go in at bodega head, goat rock and two other beaches along the shoreline of sonoma county. >> $8 in today's dollars adds up. >> reporter: for the state it would add up to about $1.5 million in revenue but there

are only minimal amenities at the sites in question and the roads are already maintained by the county. opponents say those $8 will add up to a much grander cost, one they say isn't worth it. >> before we install and disrupt and do all this, i would ask that we just look at the money that we already have. >> reporter: in santa rosa, emily turner, kpix 5. >> the coastal commission is expected to make a decision sometime tonight after the public comment period ends. honking horns, traffic tie- ups, public outcry, forcing changes to san francisco's plan to speed up muni. city crews are painting these red bus and taxi-only lanes on mission street between 14th and randall. it requires cars to turn off that stretch of mission but the new rules causing a lot of confusion. our cameras caught drivers failing to turn. city hall is being flooded with complaints so now city leaders are meeting regularly to trying to come up with a way to

implement changes to smooth things out. beware, "manspreaders" and seat hogs. bart is considering fining riders who take up more than one seat. it would be complaint-based. last month they dismissed the idea after critics said that riders single out minorities in their complaints. the revised plan would apply only during weekday commute hours. a tense exchange at a police town hall. >> hold on! chants. an emotional town hall meeting today between n francisco police and those living in the mission distr chief wanted to t tears rant and chants an emotional town hall meeting today between san francisco police and those living in the mission districts. police chief wanted to tell his side of the latest deadly shooting that was caught on surveillance video. the victim, a homeless man who police say was holding a knife. kpix 5's phil matier on how the chief found himself in the hot seat again. phil. >> reporter: that's right. and it didn't take long. the meeting was billed as a way for the chief to get his story out but it seemed like the crowd took over quickly including one san francisco supervisor. let's take a look. >> you have an ongoing investigation supposedly to find out what happened in this incident. and yet you have had a number of press conferences where you are already prejudging what happened in this case. [ applause and cheers ]

>> you are -- hold on. >> that's not so. i'm not letting that in. >> hold on. let me finish. >> i'm not going to allow that. > let me finish. you are -- you are -- >> it was billed as a town hall meeting for police to explain why they opened fire on luis gongora, a homeless man who was shot dead in a hail of bullets when police say he lunged at them with a 12" knife. but once again, it appears that chief greg suhr was the one on trial. >> officers stated they feared that mr. gongora was going to kill one of them and fired their weapons. >> there are policies that require that you do not inappropriately and prematurely escalate. stop me if i'm wrong. >> alex nieto was killed so quickly after the police arrived. mario woods was killed so quickly after the police arrived. >> yes! >> chief suhr, you're a liar. everyone knows it. and if there were a justice system in this country that worked on behalf of poor and working people you would be in prison. we're going to fire you. >> reporter: the mission

shooting is just the latest in a series of controversies that include everything from police overtime during the super bowl to officers exchanging racist texts to the shooting of mario woods. as public defender jeff adachi is calling for outside intervention. >> if they want to change, they have to realize that we need enforcement and that's going to come through the attorney general. >> reporter: on the other side, the chief's call for reforms are not sitting well with some of his rank-and-file police. >> a very small amount of officers was speaking of a vote of no confidence for the chief of police. i advised them that is the wrong path to go down. >> reporter: apparently, the mayor feels the same way. he continues to support the chief and it appears that the chief has the support of a number of supervisors and the police commission. but it's going to be a rocky road because the reforms and the troubles don't seem to be easing up. in san francisco, phil matier, kpix 5. the city of san francisco

is paying $150,000 to a homeless man who was beaten by a sheriff's deputy. michael lewelling received three years' probation for the attack on a man in november 2014. it happened at san francisco general hospital. lewelling confronted the homeless man in the waiting area then assaulted him. people on the front lines of keeping california utilities honest complained today about a brain drain. regulatory analysts with the cpuc rallied in front of their headquarters in san francisco. they say they face excessive turnover with many staff retiring or leaving for more lucrative jobs in the private sector. and that has left a crew with limited experience in dozens of unfilled positions. >> so when the analysts spot isn't strong it's easier for them to get through whatever they want through this commission and it's harder for us to enforce safety. >> the workers say they often feel outgunned in rate and

spacing matters because utilities can't afford to hire their own analysts. today's demonstration coincides with the start of bargaining with the soon and state officials. people in one city could soon pay more for water. they may hike water rates 6% over the next two fiscal years about $6 a month for the average customer on top of a 3% increase approved back in 2013 in brentwood. it goes into effect june 1. for the time in years there's enough water in northern california rivers to safely release salmon. it is all thanks to el nino. kpix 5's don ford shows us how some of them will be tracked as they make their way to the ocean. >> reporter: a big pipe of gushing water, but there's more than just water. lets freeze the video. look, it's full of baby chinook salmon and feds are releasing millions into battle creek at the hatchery outside red bluff. >> it's a big day.

it's the first time in two years we're able to release all the fish on station. >> reporter: this year there's finally enough water in the river. >> because of the drought, the las two years, environmental conditions in the sacramento river warm water, low flow, caused us to truck fish. >> reporter: no trucks needed this year. the hatchery producers 12 million baby chinook salmon a year and moving 2 million fish in one day isn't easy. an aluminum wall slowly pushes the fish trying to keep them calm as they near the far side but panic sets in. moments later, a large hose sucks them up and pumps them down a special quarter mile long pipe leading to the river where their 350-mile journey to the golden gate begins. some like these being released by buckets will have tiny radio transponders attached and they will be tracked. >> we'll be able to know how many survive between here to the golden gate bridge.

>> today's kind of like graduation day. they get to go out and start another cycle of their life and we look forward to them coming back in three years so we can spawn them. >> reporter: the sacramento river system is the only system in the world with four distinct salmon runs and one of those runs is getting a big helping hand today. in anderson, california, don ford, kpix 5. >> of the 12 million released, only 1% are expected to return to battle creek in three years. >> what if you eat one of those salmon with the little trackers? >> hopefully you find it when you filet them. [ laughter ] we have showers headingyour way, some big changes in the forecast, but we have rain heading our way. you wouldn't know it from this shot of the transamerica building. mild temperatures now in the mid- to upper 60s in most

spots. take a look at the approaching storm system. still north of it eureka, we have lightning with this front. so definitely an active system still a bit of a ways away. we are going to see it move in overnight tonight. so blue skies before it gets here. a look at the low it will sink south as showers move in overnight into tomorrow. we can time it out pausing around 1 a.m. you see that front approaching. the north bay some scattered showers ahead of it for the rest of us. the heavy rain moves through overnight. at 7 a.m. the morning commute, mostly dry. i do think we'll still be unsettled. we could see some scattered showers certainly still wet roads from overnight rain but overall mostly dry and then unsettled throughout the day on thursday. but big changes by friday as we warm things up with temperatures back into the 80s for the weekend. and in the meantime the rain arrives tonight. leftover showers for thursday. and then more sun with a warmer weekend in store as we move on over the next couple of days. overnight tonight temperatures

the mercury- news reports: e technology is called "terra- graph" - so far, it's only been tested on facebook's mo park campus. the process l, metal first trial city for fast wi-fi. the technology has been tested on facebook's menlo park campus. the process involves setting up small metal boxes all over downtown san jose and then feeding in high speed fiberoptic cables. it's simpler and less expensive to install than services like google fiber but not necessarily as fast. facebook had initially picked san francisco as its first test city. people concerned about rising rents in san jose pitched their tents in front of city hall today. they urged the city council to act by limiting annual rent increases and strengthening protections against unfair evictions and they want an end to discrimination against people holding section 8 vouchers. advocates for families on modest incomes say the

situation keeps getting more desperate. >> we have families that we work are every, single day that are commuting from modesto from tracy. we have folks renting out sofas, dividing living rooms into three living spaces. i mean, the reality is that people are getting crunched. >> the city council votes on a new rent control ordinance next tuesday. today a judge ruled in the bizarre real estate dispute between a group of catholic nuns and pop star katy perry. for months she has been trying to purchase their former catholic convent offering $14 million for the eight acre property. but the nuns rebuffed the offer holding out for a better deal. today a los angeles judge ruled in perry's favor giving her the rights to buy the convent. but other legal challenges are expected. coming up in the next half hour, a sweet pink cast a sign of the trauma this dog survived. the search for answers after she was found on highway 101. >> and the worst fears about

warriors are less than an hr away from game time... and story. the our top stories tonight the warriors are less than an hour away from game time and possibly making history. the "dubs" will try to set the record for most wins in a season taking on the grizzlies tonight. if they win tonight, they will beat the old record set by the chicago bulls. beach-goers in sonoma county are fighting a parking fee proposal for several beaches. the california coastal commission wants to charge $8 a day to bring i review. there was strong opposition in a meeting today. a dog may have been thrown out of a car on a petaluma highway. the pit bull mix was found about broken bones yesterday. they are looking for the owner. as kpix 5's cate caugiran shows us, the young pup is now receiving veterinarian care as she begins her recovery. >> good rescue story like this, you know, is hard to beat. >> reporter: meet martha, a

sweet face with a big appetite. this young pit bull mix is rocking a pink cast today and martha is lively and energetic. a big contrast from this yesterday found badly bruised, scratched and more. >> a broken leg, a broken pelvis and one of her canine teeth is fractured. she is very underweight and undernourished. >> reporter: the petaluma animal services executive director picked martha up here off northbound highway 101. >> one of the things you worry about with dogs in pain is how they're going to react if you are going to hurt them when you pick them up. she didn't whimper when i picked her up. >> reporter: she may have jumped or was thrown from a car. no one has come to claim her. jeff said she didn't have an identification tag or microchip. but she does have a lot of offers for new homes. the shelter's facebook page full of them.

>> she is safe. she is happy getting all the care she needs. >> reporter: the vet says she will be healed in the next couple of months and she should be ready for adoption in the next couple of weeks depending on the investigation. cate caugiran, kpix 5. a warning for parents who plan to celebrate 4/20 in golden gate next week. leave your kids alone. parents will be arrested on child endangerment charges if their children are with them. thousands attend the smoke-out event every year on hippie hill. 4/20 is code for marijuana. smokers open the date 4/20 by smoking pot at 4:20 in the afternoon. police are calling it an insurance scam. businesses reporting fake car accidents in order to collect more than $140,000 in insurance money. chopper 5 was over the three auto body shops in san jose involved in the bust. they are all located on kings row. the owners and five others have

been implicated. the santa clara county d.a.'s office says the group purchased insurance policies on luxury vehicles then reported accidents just days later. the government says it's possible all takata airbags in the u.s. may have to be recalled if the company cannot prove they are safe. takata's inflaters can explode with too much force then send shrapnel into drivers and passengers. at least 11 people have been killed worldwide. 85million takata airbags are still in use in this country. being wealthy isn't enough to keep "affluenza" teen ethan couch out of jail. he will have to spend nearly 2 years behind bars a judge sentenced him today. that's six months for each of the four people he killed in a drunk driving crash. couch was 16 at the time. he was initially given 10 years probation after his lawyers said his rich parents didn't teach him responsibility. couch and his mother were caught in mexico in december after fleeing a possible

probation violation. well, the cdc confirms the zika virus causes a birth defect called microcephaly. it's a condition where a baby's head is abnormally small. doctors call it unprecedented because they are not aware of any other infections spread by mosquitos that can cause birth defects. the doctors say they need to know more about the full range of birth defects associated with zika. >> is most of the risk in the first trimester or even if you're infected in the third pry mister there could be problems? >> the mosquito is present in 30 u.s. states. vaccine trials will likely start in the fall with larger tests next year. blinded by love. the couple that wouldn't stop kissing even for armed robbers. >> and no cell service but she did have some sticks. a grandmother shows amazing improv skills to survive nine days in the desert. ,,,,,,,,,,,,,,

they say love is blind... b for one couple in montana,. blinded them but for one couple in monta. it blinded them so much, they failed to notice they say love is blind. but for one couple in montana, it blinded them so many, they failed to notice a robbery in progress. check out this surveillance video. you can see the two kanoodling and then in the back, the bartender with his arms up as thieves pocket cash from the register. now, as you can guess, they couldn't give much of a witness description. well, a 72-year-old grandmother and her dog are home safe after being stranded for nine days. ann rodgers says she got lost ran out of gas on the way to visit her grandchildren leaving her in a rural stretch of the arizona wilderness. she made a makeshift help sign out of sticks, rocks and bones from an elk skeleton which is where the rescue crews found

doors to a brighter, life can be quiet and lonely for people who are deaf. but an east bay woman is opening up the doors to a brighter, fuller world. sharon chin introduces us to this week's jefferson award winner. >> reporter: a mother told me her deaf son used to look down all the time, but now he looks up and he is enjoying life. for that, she calls nancy eddy an angel. imelda rivas has seen a transformation in her 25-year- old son, antonio. >> before it was, "oh, don't touch me," just looking down. now he comes home, he looks up and he makes sure he gives everyone a hug. >> reporter: antonio is deaf, and he has autism and cerebral palsy. imelda feared his future would be quiet and isolated. then he started coming to the nonprofit deaf plus adult community, or dpac. >> it gave me hope that my son was not going to end up just in front of the tv, just passing his life in front of the tv. >> reporter: nancy eddy co- founded dpac in newark in 2013. it's the only bay area

nonprofit that accepts deaf adults who also have other disabilities and behavioral challenges. >> it's amazing, and i just feel so blessed that i've been able to do something like this. >> reporter: nancy's own daughter, christy, is deaf, with disabilities. and when she became an adult, she aged out of public education programs. so nancy developed dpac to offer a range of activities, from academics and life skills to creative arts and exercise for six hours on weekdays, supported by government and private funds, and it's free of charge to participants like emerald brown. >> i like zumba a lot. we dance all the time. >> reporter: about 30 adults enrolled in dpac go on weekly field trips, led by some 20 staff members, many of whom are also deaf. they also serve the community, picking up litter and volunteering at the food bank. >> their esteem builds in -- "i'm doing something worthwhile." >> reporter: not everyone knows sign language when they get here, but this is a place

[ laughter ] >> to get an adult you know involved with dpac connect with them, using the link on our website, cbssf.com/hero. well, we are looking at some big changes in the weather. right now, blue skies really beautiful although we have seen some gusty winds but we have some cooler temperatures and some rain heading our way. here's a live look outside at ocean beach where temperatures are right now in the 50s. we are looking at temperatures in the low 60s for most folks bay area-wide. here's a look at the front heading our way. we have seen some dry lightning up near redding and strikes along this front just off the coast north of eureka making its way inland. this will sink south throughout the evening. we'll see showers overnight as

this area of low pressure begins to sink south so will the showers. heaviest rainfall likely overnight. we time it out with futurecast, pause it here right around midnight where the front is in the north bay and some scattered showers ahead of that front throughout farther south throughout the bay. we pause for the morning commute and as you can see we do start to dry out. can't rule out some stray showers. certainly the road will likely still be wet from the overnight rainfall but overall the best rainfall is passing through overnight and then just unsettled throughout the day on thursday with scattered showers and peeks of blue sky, as well. futurecast, how much rain are we going to see? well, we're looking at probably under a quarter inch for the north bay and under .10" in the south bay so not huge rain totalities but we'll take anything we can get this time of year. what it expect through the next few days, rain arrives late tonight. leftover showers for thursday. and then more sun with some warmer weather as we head on into the weekend. we are talking temperatures into the 80s this weekend. now, keep in mind tomorrow, yes, it's going to be raining. you probably won't head to the

beach but if you do we have a high surf advisory in effect for the coast. keep an eye out for strong rip currents, surf 16 to 22 feet tomorrow wave periods about 16 seconds. so long periods there. high temperature looking at the forecast first the average you can see that we're pretty close to average for this time of the year just a little bit below average in some instances. overall, though, temperatures will be mild tomorrow topping out in the upper 60s for much of the south bay. 58 half moon bay 63 hayward. inland temperatures in the mid- to upper 60s. vallejo 65. 63 livermore. 68 brentwood tomorrow. around the bay temperatures in the low to mid-60s. >> north bay: >> here we have the extended forecast with a little bit of something for everyone.
